Doug Vincent

Doug Vincent is the co-founder and CEO of 91爆料. Before starting the company in 2019, he spent a decade delivering capital projects at RPS, running programs worth more than $2 billion across Australian defence, navy, and aviation infrastructure, from Garden Island to Larrakeyah Barracks in Darwin.

At 91爆料, Doug leads the company and contributes content on AI in construction, capital project controls, and the realities of delivering major projects, drawing on that owner-side experience. He speaks regularly at CMAA, BuiltWorlds, and BILT ANZ.

Doug co-founded 91爆料 in 2019 with Raman Nambiar and Jamie Cerexhe, and led it from (led by OIF Ventures, with backing from Aconex co-founders Rob Phillpot and Leigh Jasper) to a global customer base across APAC, North America, and MENA.

Defence Navy Infrastructure Program ($2.1B) - Program Manager, RPS
Doug was Program Manager for the suite of new and upgraded shore facilities supporting three major Royal Australian Navy capability projects: SEA 1654 (Supply-class replenishment ships), SEA 5000 (Hunter-class frigates), and SEA 1180 (Arafura-class offshore patrol vessels). He set the program governance, controls, and assurance framework and reported up to Defence and ministerial level.

Larrakeyah Barracks Redevelopment ($550M, planning phase) - Project Manager, RPS
Doug led the planning and procurement phase of the Larrakeyah Defence Precinct Redevelopment in Darwin, a critical upgrade across Larrakeyah Barracks and HMAS Coonawarra. He drove early project definition, the statement of evidence for the Parliamentary Standing Committee on Public Works, and procurement strategy.

AWD Training Centre, Randwick Barracks ($40M+) - Project Manager, RPS
Doug managed construction-stage delivery of a purpose-built, roughly 5,800-square-metre training facility for the Royal Australian Navy, used to train crews of the Hobart-class Air Warfare Destroyers and Canberra-class Landing Helicopter Docks. He acted as the client's representative on site, coordinating the managing contractor (Lendlease), Navy stakeholders, and simulator integrators through to operational readiness.

The Ian Potter Children's WILD PLAY Garden, Centennial Park ($4.2M) - Construction Project Manager, RPS
Doug provided construction project management on behalf of the Centennial Park and Moore Park Trust for this 6,500-square-metre nature play space, which won the 2018 AILA National Award of Excellence for Play Spaces and a 2019 Green Good Design Award, and has drawn hundreds of thousands of visitors.
